Bridge downloader does not recognize and download all files from memory cards

About a month ago Bridge Downloader stopped recognizing and downloading certain files from my memory card. I've tried various cards and cards readers. I even tried inserting the card directly into the iMac slot. It happens with sd cards or CF cards.

Initially when inserting the card it will see a small fraction of the files. For instance I had over 500 CR2 files on my card and the downloader only saw 17. After refreshing it saw a little over 300. I can see and download all of the files in the Finder

Another issue with Bridge I have been having is that adjustments made in Bridge are not saved when loading files as layers in Photoshop. 

I've tried all of the typical things to repair this but nothing works. I reset the preferences, uninstalled and reinstalled Bridge and tried various versions. 

Over the years I've developed a workflow using Bridge everyday for my work and this issue is really slowing me down. I've even gotten to the point where I am searching for an alternative software. 

Capture One has no problem seeing and importing my files from my card. Only problem is it doesn't offer the some of the same features I use in my current workflow. (such as load files into layers in Photoshop)

I am on a 2019 iMac Ventura 13.0.1, 64 GB RAM. Bridge v 12.0.3.270. As I said this is happening on all versions I've tried.

I appreciate any help solving these issues.
