I use Bridge workflows to do some simple batch processing of image files, basically just renaming the files and resizing them to various dimensions. I have noticed that if the filename contains a question mark, or if it is inside a folder whose name contains a question mark, then the workflow fails, giving the error "Destination Cannot Write". I haven't tested this extensively to see if any other characters cause this, but I did try replacing the "?" with an exclamation point and the workflow completed as expected.

This is because most operating systems consider the Question Mark an illegal character. This includes the "/."

Then why can all the other Adobe software I use on my mac (Photoshop, Illustrator, Lightroom, InDesign) handle questions marks just fine? Not to mention, every other single piece non-Adobe software running on my mac.

A question mark is allowed on Mac but not on Windows. Should Bridge allow it, I guess so, if you are a Mac user.
You may never intend to share a file containing a question mark with a Windows user, but if you do, it will be a problem.
