Its kind a of a file manager/file viewer  that has special script links to other Adobe programs.

As JBM007 said, it's kind of an "in-between" program between your data and what you want to do with the data. It started as an image viewer so you could look at a bunch of photos and decide with ones you wanted to spend time in PS making adjustments. Later they added scripts to perform a variety of processing actions to images (rename, process a bunch of photos to be a certain size and saved as JPGs or PNGs, etc., and later when Adobe Camera Raw was released, you could go directly from Bridge to ACR to PS, all from Bridge. A little known, but greatly appreciated extra task that Bridge has is to keep all of your Adobe applications in the same color settings synchronized. 

 

Over the years it has suffered by not being given as much love as it needs by Adobe's engineers, but it has still proved to be a very valuable tool.
