Could you please let us know when are you getting this error message?

Which version of Bridge are you using and on Which operating system?

You can try the following steps and let us know if it helps:

Start Adobe Bridge and immediately press Ctrl+Alt+Shift (Windows) or Command+Option+Shift (Mac OS) until the Reset Settings dialog box appears. Select all three options--Reset Preferences, Reset Standard Workspaces, and Purge Entire Thumbnail Cache--and then click OK.

I just ran into this in Bridge 2022 with Photoshop 2022 on Windows. It still happened even after quitting Photoshop. After I found and killed three instances of Photoshop.exe and it all worked: Open Task Manager, click the Details tab, choose extraneous process(es), click the "End Task" button on the bottom right.
