Open camera RAW file in ACR, change settings and save JPEG directly from ACR.

Then open camera RAW file in ACR. change settings, and import to Photoshop then save JPEG.

Resulting files will differ in colour, one directly from ACR has more colours than it supposed to have, one saved from Photoshop has correct colors.

I imported your files in Lightroom Classic, and the ACR and PS jpgs display identically.

I exported a jpg from the ARW file, imported it in LrC, and it looks identical to the ARW. (image 4 in the screenshot)

The sidecar XMP file has Exposure - 1.35, Contrast -33, and Blacks +25, but the ARW opens in Develop with no edits. When I apply these settings manually, it displays like your jpgs.

I'm afraid I have no idea of what's going on here.

I tried the Read metadata from file command in LrC, but the edits will still not show.

Camera Raw does not show them either.

However, to try to address your original question about jpgs from ACR and PS displaying differently –

since the file from ACR displays wrong colors, try to disable the GPU.

In Photoshop, go to Edit > Preferences > Camera Raw > Performance, and set Use graphics processor to Off.

If that fixes the issue, check if there is an  update for  your graphics driver, if there is, install it, then try to turn the GPU back on.

It depends upon which viewer you use, Irfan View shows & XnView MP difference, flowers on the left are more bright, FastStone Image Viewer Shows identical, Photoshop shows identical.

My GPU was disabled when i generated this images.

Have you enabled color management in IrfanView?

I'm not familiar with XnView, is it color managed?
