The only solution, if you want to use ACR version 16, is to get a newer and better GPU (graphics processor).
This is a hardware requirement, not something that can be software-updated. You need a GPU that can perform the necessary functions.
In the meantime, your only option is to downgrade ACR to version 15 or lower. From ACR 16, full GPU support is a requirement. ACR will not run without it.
For ACR, the GPU needs to support DirectX 12 and minimum DirectX feature level 12.0. The last distinction is important. You'll find that in the GPU specs. Most GPUs from the last 5 years or so qualify. It also needs to have a minimum of 2GB onboard VRAM - but note again that 8 GB is recommended for full functionality.
For laptops, dual graphics often conflict and is a common problem. The integrated GPU should be disabled to avoid this conflict.
