To update Camera Raw to 14.1, click "Update" in the Creative Cloud desktop app next to Camera Raw. More detailed instructions for updating

First off, there is no "Update" in the Creative Cloud desktop app next to Camera Raw.  Secondly, I've tried three times to load a picture into Photoshop and, as usual, it takes me to Camera Raw.  Camera Raw locks up every time.  I get close to hitting the "Open" button and it locks up.  What's going on?

Sometimes you need to reboot or log in and out of the CC app to 'force' it to show an update. But as you can see, there is a direct link for a download.

As for locking up, try resetting your ACR preferences. Hold down the Command key and select Photoshop > Preferences > Camera Raw (macOS) or hold down the Ctrl key and select Edit > Preferences > Camera Raw (Windows).
Click Yes in the dialog that asks "Delete the Camera Raw Preferences?"
