Camera Raw will open on the monitor where you last used it.

If you have a second monitor, connect it, and Camera Raw might be there.

If so, drag it to the main monitor and click Done. It will now open on this monitor the next time you use it.

I have two monitors, same ones I've been using for forever, but Camera Raw doesn't open on either of them. How can I find/grab/move Camera Raw so I can actually use it?

Currently I have to open the raw file in PS, wait till Camera Raw starts up somewhere I can't see, and hit enter to open the file in PS, which - of course - means that I can't actually use any of Camera Raw's functionalities and kind of defeats the purpose of having it..

Try resetting the Camera Raw preferences.

In Photoshop, go to Edit > Preferences. Press the Control key and click Camera Raw.

(if you're on a Mac, go to Photoshop > Preferences and press the Command key)

Click Yes in the dialog that follows.

Perfect!

I read something similar to this advice somewhere else (either in the forums or on a help page) but that one made it sound like you were supposed to hold ctrl while starting PS, not opening camera raw settings. So thanks for providing clear and correct instructions!
