Right click on one of the Panels, click Edit Panels to Show, then highlight a Panel and use
the up or down arrow keys on your keyboard to move the panel.

Many thanks, Jeff Arola. But, when I do that, all I get when I hit the up or down arrow key nothing happens other than a loud click. I am on a 2023 MacBook Pro M2 running Ventura 13.6.

Ah, I called the Adobe Help Liine and learned that once you hit the arrow that you want, the change does not show in that dialgoue box. But, it does show in Camera Raw once you hit OK. Duh! And yes, the can hit an arrow, once, twice, three times or as needed.

That doesn't happen on my system. Hitting arrow keys moves the panel order within the dialogue box so you can see what you are achieving . That is apart from the Profile panel which appears to be immovable!
