Partially Missing Local Correction Brush Presets

I'm on an Intel iMac, running macOS Sonoma, using the latest version of Photoshop, v25.9.1, but I am experiencing a strange issue within Camera Raw v16.4 which could be a bug, but I'm not sure.

 

I have installed 10 sets of 3rd party adjustment brushes, 124 brushes in total, however, when I try to access the brushes in the masking section not all of them are available to me, 22 of them are not visible to me even though they are installed correctly.

 

I've had two remote support sessions from Adobe. In the 1st session, they changed permissions for Photoshop and for some files, and then in System Settings, they gave Photoshop full disc access to files and folders. In the 2nd session, they installed earlier versions of Camera Raw to see if there were any issues with the latest version. Finally, I was told to contact the developer so they could send me the files for the brushes that were not showing up to see if there was a compatibility issue with any of them with the latest Camera Raw version. However, none of these things solved the problem as I suspected, since if I take out two of the sets that originally showed up, the two sets that at first did not appear are now showing, so the compatibility of these brushes is not the issue.

 

Is anyone having the same issue, and if so, how was it resolved?

Maybe there is a limit to how many adjustment brushes Camera Raw is able to load and show.

 

If you remove 22 that work, do the 22 that didn't show now work?

I first thought that there might be a limit to how many adjustment brushes Camera Raw could handle, but I would have expected the Adobe support agent to have pointed that out but they didn't, so I don't think that is the problem here.

 

Yes, if I remove 22 brushes that I can access, then the other 22 that originally were not visible are now usable.

 

What seems strange to me, is that I have a lot more adjustment brushes loaded into Lightroom and these are all accessible without any issues.  I can scroll up and down to show all of them, but not so in Camera Raw.
