All ACR and Lightroom edits are instruction based and applied in best processing order, not user order. 

But that doesn't mean you can't negatively affect an edit, like noise reduction or sharpening which is done visually and is resolution based. That said, I'd do those edits after Super Resolution because they are done 'by eye' and of course, the image at 1:1 will appear differently by then.
