Captivate 9 bookmarking with no lms

Hi,

I have set up a TOC and enabled self-paced learning. When i publish the html5 to my server it plays fine and if i hit refresh on the browser it will restart the html5 at the last viewed slide. If i close the browser and start a new browser it will start at the last slide where i left off but in the toc menu it will show the previous slides as checked off but they are not clickable. In the refreshed browser the navigation works in the toc but not in a new browser where i left off?

Not sure if this is normal because of no LMS or if i am missing something. I can redesign the manual navigation buttons to action to last slide or slide number so that it's a work around but would rather have the navigation work in the toc when the user comes back and resumes where they left off.
