If Captivate 2017 doesn't support rollover captions etc how can a similar effect be created. I want to hover over a button an my text will appear while hovering.

They are not supported because hovering has no sense whatsoever on mobile devices.

Using the CpExtra widget (InfoSemantics) makes it possible to create events like rollover and rollout, but know that this will be useful only when the course is watched on a desktop/laptop.

Hi you can create smartshape and use as a button with applying no action to it and then you can show text while hovering on button. But if you are creating the course for mobile devices then hover over on button doesn't makes sense.

In that case it has no sense to create responsive projects at all. Create a blank project, it will be a lot easier and you still can publish it as a rescalable HTML5 project. Responsive projects are only necessary if you also want to show the course on mobile devices. Rollovers may be supported, although they are mentioned in the HTML5 tracker not to be supported. Try it out... but the CpExtra widget is a great tool with so many features that it is really the Swiss knife for missing features in Captivate.
