I am not sure why this is so difficult, but I just want to fade in an image with captivate 8.  What am I missing?

You missed my answer? No need for an effect if you only need a Fade in Transition. They are in the Timing panel:

You'll be able to time the duration of the Fade as well in that panel.

And in the event you aren't really wanting an image to "fade in" as a transition, perhaps you want an image that is there, but appears to be faded the whole time? And in that case, you need to adjust the Alpha in the properties panel.

I do see the effects in the time line, but what is a simple fade in?  Is it one of the effects?  It doesn't seem to be.  Thanks!

Look in the Timing panel, with the image selected. Transitions are there.
