In Captivate 9, can I save a project as responsive if it wasn't created as such?
If I have a project that was created in Captivate 9, but not created as a responsive project, can I still save it as a responsive project?

I have to disappoint you, that is not possible. You have to recreate, using the existing assets, by opening the library of the blank project in the new responsive project as an external Library.
