A 'video' like mp4 is always passive. You can pause that video, you can restart playing but there is no real interactivity. Lot of misunderstanding. Have a look at this article, which I wrote, you'll see that the video itself is not interactive, the buttons are but you have to publish to HTML5 (or SWF), not to mp4.

I answered that a video is NOT interactive by nature, not as I understand interactivity.
Maybe you mean something else by interactivity? Please explain, mp4 can only listen to Pause, Play, Rewind buttons.

I am now acting as a moderator. Several users, me included, told you it is not possible to publish an interactive video to mp4 with Captivate. And you still do not trust those answers.
Both the example that Erik Lord described, and the one for which I posted a link do use interactive output (HTML5 or SWF), not MP4.
If you don't trust Captivate users that have more expertise than you, please choose another channel to get answers, maybe pay for a consultant. All users here do spend their time for free to help other users. Your reactions are not very polite.
I will close this thread for the reasons I just explained.
