Is it possible to publish without utilizing flash files at all?

Our organization is trying to get away from using flash files at all. Can you confirm that it’s not possible for the swf files to be removed from Captivate, even when publishing to HTML5, because it still utilizes flash for the functionality?

I'm a little confused by your question.

When publishing a normal project from Captivate you have the choice as to whether to publish to SWF and HTML5, or to just one of these outputs.  So if you turn off the SWF output option and use just the HTML5, then no SWF content will be found in the output.

If intend ONLY publishing to HTML5 but you have used SWF animations or AS3 widgets in your content, then you would be wise to remove those components because they are not going to work in the final output anyway.
