Links layered over video: what is the best tool?

to achieve this effect or come close to it, with no coding.

It would be nice to have the same jump thru the video links as in the example below

So simple text over the video

links displayed

click on the links to move to a point in the video

and scroll down on the website to read other info, or view other embedded videos/ photos/charts

Question: which Adobe tools would I need to be able to do this?

Camtasia can handle the editing I need but cannot handle the GoPro video format - so I gather I should try Premier?

Yes, Premiere Pro would be a good choice. Or After Effects.

I don't think Captivate can achieve this without cumbersome workarounds. Did you look at video applications?
