I am on Captivate 9 and have some videos embedded within slides. When the project is published, the skin editor remains, but you are unable to pause the video.
I tried adding in a "pause" and "play" click box, but that did not work.

You can insert a video as event video or as multi-synchronized video (also possible on one slide). In the first case, the video will play totally independent from Captivate and has its own control bar. In the second case, video can be controlled by Captivate. As for pausing, in this article I gave an overview of what can be paused and what cannot be paused:
