Static Text Not Accessible

Some of my text boxes (those without states) are not in the tab order list, and the T icon and name (EI: text_861) are gray in the reading order list. 

 

How do I make these text boxes accessbile?  Why are they gray? Hide from screen reader is not enabled.

FYI:  They were created by clicking "Add Text Blocks" and selecting "Paragraph"
