Use og Adobe Captivate and Animate on a air gapped network

I am a contractor that works on classified courseware on behalf of the USG on a closed network that does not have any connection to the internet.  Our CDW-G reseller states that there are no device based licenses for commercial customers.  If this is correct Adobe subscription only products can not be used by the USG on a closed network.  IS this correct or is the an avenue for the USG or a contractor to keep from having to move courseware development to another product.

This looks like a question for Adobe themselves. Most of the people on this forum are just users and not privy to such details about what is communicating with the Adobe servers in the backend. I would reach out to Adobe and ask them this question.
