Captivate 8 and Blackboard

Having trouble publishing new responsive project from Captivate 8 to Blackboard LMS.  When I open the attached zipped files within Blackboard, nothing appears when new tab is opened.  What am I doing incorrectly?

Did you use the SCORM importer?

Could you explain the steps you took?

I followed the steps to publish that were given on Lynda presentation.  I saved the project to a zipped file; attached the zip to Blackboard and depending on the browser I get a different reaction once I try to open it.  Firefox: a continuous and uncontrollable opening of browser tabs.  Chrome/Explorer:  nothing but an empty window.  I published a test responsive project with only three slides with no content.  Same thing.  What is the SCORM importer?
