Do you need to keep old version of applications such as Photoshop 2019 if you are downloading the new version?
The old versions are taking up space and I'd like to delete them if they aren't needed.

No, that is not necessary. You only would need the old Versions of the Software if you use some kind of special Plugin or some Driver would not work the way it should or something like that.
You have always the possibility to install an old version besides the Newest if needed.

No you don't need to keep previous versions. You may delete them via Creative Cloud Desktop app.
But I usually keep previous versions until I'm convinced I'll never need them again. Old versions may contain features that new ones don't. HD space is not a problem for me.
That said, Creative Cloud desktop app offers access to the last 2 major release versions only. Beyond that, you may have trouble finding ol

Does highlighting the application/program and clicking delete remove the program entirely?

On Windows, Uninstalling software is not the same as Deleting.
