OK. Look. I've done a lot of research. Nothing works.
When I try to delete C:\Program Files (x86)\Common Files\Adobe windows 10 tells me: You need permission to perform this action. You require premissions from Administrators to make changes to this folder.
I AM the administrator of course.
I used the adobe creative cloud cleaner (run as administrator). That didn't work.
I tried changing permissions. That didn't work.
I tried booting into safe mode and that didn't work. I made sure there are no adobe processes running (there aren't).
What should I do to rectify this mess?
