Cartoon from realistic pics

I just like to take a realistic photo...turn it into a cartoon and cause it to move... Please advise. I'm a complete newbie.

When you post a question you always need to tell the program you are using
There are MANY programs in a full subscription, plus other non-subscription programs

I have access to all that comes with Adobe... I'm a newbie and very clueless on what's the best program to use. So far I have tried after effect and photoshop . If I am better off using a different program or method please inform.

I've never done that, so I have no idea... you might search for 'animated gif' to find out what was used to create such a file
