My CCLibrary have a sync error. I have manually downloaded the latest Creative Cloud Libraries and the "AdobeCreativeCloudCleanerTool.exe." link does not download so I am unable to use it. Any suggestions to fix the sync error issue?

Could you please try to kill CCLibrary Process in Activity Monitor / Task Monitor?
If that doesn't help, please collect logs via Log Collector and post the Logs ID.
