Conflicted copy folder in Cloud Sync

My team and I have two folders in the "Creative Cloud Files" folder called "Design Share" and "RLI Templates". Both of these are open for everyone to edit, it's how we share files. The issue is we keep getting a conflicted folder copy of "RLI templates" in a random folder in the "Design Share" folder. It's called "RLI Templates (Conflicted copy from GPPDESM229 on 2023-09-28)".  If the folder is deleted, it just reappears. I understand conflicted copies can happen when multiple people are editing one folder/file, but I don't understand why the conflicted copy would be located where it is. No one on the team can see an original "RLI Templates" folder in the "Design Share" folder, so no idea why it's creating a conflicted copy there.

delete it online.

 

use a web browser to navigate to the following locations. at each location there are several folders/link to check.:

 

https://assets.adobe.com

https://lightroom.adobe.com

https://documentcloud.adobe.com

https://spark.adobe.com

 

if you delete anything from any of these locations, check for a deleted folder where your file(s) was (were) moved. if you want to clear space you must delete files in the deleted folder.

 

the used storage shown at each of those four sites (when totaled), should match the space shown used by your cc files.

I've deleted the folder from Assets.Adobe via website, then perminetly deleted it from the deleted tab, then emptied my desktop trash, and the folder keeps coming back. I don't see any trace of it in Lightroom, Documentcloud, or spark links you sent. I'm at a loss here.
