Libraries syncing problem in After Effects

I'm having troubles with my libaries not syncing properly. I cant save libaries in illustrator and find them in after effects. In after effects libary panel I have a cloud icon with an exclamiation mark next to it. When I click it I get a panel saying syncing is paused. I press Resume and nothing happens. Any ideas?

are you syncing from the apps or from the cc desktop app ?

I've been sent a library from an organisation with all their brand logos, design elements etc. I can see the Library when I login to Adobe through my browser but I cant seem to load them into my creative cloud app. I'm thinking it might be a firewall IT problem within my organisation?
