Photos.sqlite file doesn't sync.

What is the purpose of the "photos.sqlite" file, and why does it continually not sync? I am running Ventura 13.2.1 and the Creative Cloud syncing process seems to stop on the "photos.sqlite" file.

Anyone have some insight into this situation?

Yes, I know that it is a database file, Adobe uses SQLite as a database platform.

It does, however, show up in the "More Information" link on the error message (see attachment to this post, as well as original post.)

why is photos.sqlite trying to sync, at all?  ie, it's not an adobe file (it's an apple file) and shouldn't be in any folder that needs to sync.
