how can i download photoshop without creative cloud?
Basically- you cannot!
Even if you can obtain a download file to install Ps, you will still need the CC Desktop App to Validate your subscription and Activate Photoshop.
Without the Desktop App - Ps will cease to work.
Photoshop is installed in your computer 'locally' it can operate (while Activated) without internet access.
You do not have to use the 'Cloud' for anything other than- Install and Activate Ps.

It is most definitely slowing it down. This is after CC has loaded.
I don't understand why I even have CC. I thought Photoshop Elements didn't require it. But when I try to uninstall CC I get the message that something needs it.

I just bit the bullet and deleted CC from my computer. Reader & PSElements work just fine. I don't use the cloud anyway.

Are you certain that you do not have one or the other of the creative cloud programs installed?
You could try this in the Creative Cloud Desktop App: File⇾Preferences

Then why cant the JPG files I created in cloud be opened by someone I'm sending files to. The file is corrupted and on their end, the file name is now prefixed by a DOT as in ".<filename>"

Which version of Photoshop and OS do you have?
How much RAM and spare hard-disk capacity do you have?
If the application is saving corrupt files reset Photoshop back to the factory defaults to see if that sorts the issue out. You can reset them under the General tab in Photoshop preferences (then close and reopen the application).

The short answer: a period in front of a filename indicates a hidden file.
One way this happens is that the files are created on a Mac, which uses this second file and hides it. Then the files are sent to a Windows computer.
It's not actually a corruption, but it does appear that way when the hidden dot file won't open.
I see this all the time because I create files on a Mac and then use them in a classroom full of Windows users. There are two ways I solve this:

I wish we could. I really don't need a bunch of processes running in the background even when I'm not using any Adobe Apps.
I'm trying to run fluid simulations and render things in Blender and the last thing I need is some unnecessary bloatware running for no reason. I have a 7950x, 64GB RAM and a 4090 so it's not killing my system but benchmark testing shows 2-3% slower system speed and on a 50 hour sim, 2 extra hours to wait is wasted time. Could be the difference between starting a scene rendering before leaving the office and starting the render the next morning.

Can't see an option to edit. But to add to this, Adobe apps used to be the top option. Now we've pulled our business away from Premiere and After Effects in favor of Davinci Resolve becuase it just works. No crashes, no random requests to re-log in, no lag and a one time fee.
We've moved from Bridge to Fotoware for metadata and PS will be next on our list to replace.
Meanwhile Adobe are just making their software more and more anti-consumer. I have an annual subscription and for some reason, CC won't let me access the software I'm paying for when I'm travelling for doco work without internet to constantly log in.

when about to travel, open all the adobe apps that you might want to use. then minimize them until they're needed.

Creative Cloud is really slow and annoying. It works as user (instead of me) only on my computer. I don't need for this couple Creative Cloud + Photoshop)))

You do need it because without it Photoshop won't work.
The CC app is very often blamed for almost any other performance problem, but so far I've never seen any evidence to back that up. The truth is that it's mostly inactive until called upon. You'll see a lot of processes nominally running in Task Manager, but if you look closer you'll se that they consume 0% CPU, 0% disk and 0% network. Just a couple of kB in RAM for when it's needed.
