CC Desktop launches Applications Manager - Adobe Community - 5497668

I'd like to access the file and font sync via CC, and have downloaded the Creative Cloud Installer several times, however when I launch it, it opens Application Manager. How can I get the desktop app to launch? I'm a CC user, and a legacy CS3 user.
