Time Warner tech support tried to find the problem without success. TW recommended I contact Adobe Help. Adobe help chat rep recommended I contact TW. Nice exercise in passing the bucket of ignorance. Would appreciate any suggestions. TW tech support said they can't help. Adobe help said it can't help with this. The error message window has an Adobe icon in the upper left corner and says:
Sorry, an error has occurred. The application could not be installed. Try installing it again. If the problem persists, contact the application author. Error# 2032. Tried reinstalling numerous time but get the same error each time.

I'm not sure who the "1 person found this helpful" might have been, but it certainly isn't helpful to me.
The suggestion "check your hosts file." is totally useless to the vast majority of Windows users who don't know what or where the hosts file would be. It is nearly almost equally useless to the rest of us, whose hosts file consists of the single entry for Local Host.
The link to Adobe's indecipherable babble about problems registering their products is even less useful. Beyond the link that demonstrates that I DO have network connectivity and CAN connect to the Adobe registration server, there is nothing there which is even slightly related to be question that was asked about "Error# 2032" when the Adobe Air installer should be trying to load the Time Warner Voice Zone Connect App.

I finally got the TWC VoiceZone Connect app installed and running -- although I will admit that I don't know how (and neither did the TWC tech support guy who did it).
The problem causing the 2032 error seems to be that the installer is looking for the app at https://voicezone.timewarnercable.com/Content/VZConnect/VoiceZoneConnect-1_5_1.air and it just isn't there, resulting in a 404 error being returned to the installer which then quits and shows "Error# 2032" which is Adobe's very generic error number for any sort of connectivity error.
I checked the Adobe Air install.log file and found that the problem was simply that TWC didn't have the app where their installer was expecting to find it, so I tried TWC's online chat help, mostly figuring that we would just get the issue escalated to someone who could eventually put the file where it belonged (or get the installer fixed).
The tech support guy was really really determined to try fixing the problem, unfortunately the script in his book was basically just remove and reinstall Adobe Air, then try the download again (and again, and again, and again). I let him try a remote session (while I was watching like a hawk). He had to wander around a bit, even using a web search to find the page where TWC has the link to download the app. I had been downloading the app from their VoiceZone page while logged in to my TWC account. He wasn't logged in, but his search found a TWC page about all their VoiceZone features and apps without being logged in and that page included a download link for the app. He tried it several times, and got different errors each time. Eventually he got the error that it couldn't install the app because the app was already at that location. We then downloaded the app to a different folder and it installed successfully, including picking up the original configuration and data files from an earlier version that I had been running over a year ago.
There is a definition of Insanity that says it is doing the same thing over and over but expecting a different result -- by that definition Windows is frequently insane. Once we had the app running, I closed out the assorted browser windows which all looked the same but each had produced a different install error from the same link.
For those who can read Adobe Air install.log files, here is the part showing the failures and the final success:
