activation denial

Photoshop 11 activation now limited to 2 devices. For years I have used the program on 3 computers and now thw busiest  has been denied access until one of the other 2 program has been deactivated.

In accordance, II have done that, restarted both computers, and tried to activate the program I need most. 

No change though. The message remains the same, insisting that one device needs to be deactivated. I even uninstalled the computer on which I need to actvate the program. 

My OS is windows 10, up to date. 

Any suggestions?

typical adobe app installs have always been limited to two computers.  if you had some atypical purchase (eg, an enterprise license), you may have seen something different.

 

and with older computers, activating and deactivating is now problematic because of increased adobe security requirements.
