I refer to this problem: Re: changing language setting and the solution stated there.
I have the same problem (in Norwegian), and I did exacly as described, but still the Apps appear in Norwegian, even the download menu stayes in Norwegian. It seems that the Creative Cloud Desktop App does not react to the language I choose at all.
I have a brand new PC - everything got installed anew, and it seemes that the "old" solutions to the problem do not work any longer. I already have been in contact with supoort, they present the same solution as in the linked thread, but it just does not help.
Ok ,in this case you need to uninstall the Norwegian apps installed first and reinstall in English ,otherwise the language will not change.
- Change back the language to Norwegian
- Uninstall All the apps
- Change back to English and reinstall

Hi,
CC desktop is installed in the same language as your OS and you can't change this .The language settings is for Applications not for the CC desktop itself .
If your system is not Norwegian that means you have some issue on your local and region settings .
-> Check your system prefs -> language and region .

I understand that. Maybe I didn't explain well enough. I want the App language (for Photoshop, InDesign and Illustrator etc.) to be in English, although my OS language is Norwegian. Everybody tells me to change the language settings in the CC Desktop App to English and reinstall the Apps. However, and I have done that repeatedly now, the apps still get installed in Norwegian (although the App language in the CC Desktop App is set to English).

It works for me... I just tested by changing my language from English (OS language) to German and tested by installing a product.There needs to be a different problem.

Yes, of course. Adobe always picks up the OS laguange settings. If I change my OS language to English, it also works for the Adobe Apps. But I do NOT want my OS language to be English, but Norwegian, and I want the Adobe Apps language to be English, NOT Norwegian. This should not be so difficult!

This information was useful. I expected the CC Desktop App language to change as well. In the consequence, the rest worked out.

My OS language is English and I changed my app language to German. All my installed apps were marked to (re)install, because of the language change. No need to uninstall.

Normal because the CC desktop doesn't see German versions ,You can try to install german versions ,it will not change the language ,you'll stay with your apps in English until you uninstall the first installed version ,
