Assistance Needed for "Shared Technoligies" issue during installation

Good evening,

I was trying to load the PSE 10 to my PC with Window 7.  I got the message "Installation failed. Shared Technologies".  Please advise what this actually mean and how to install the sofware successfully.

I have sucessfully instatlled the PSE 10 Premiere on this PC. And I do have PSE version 9 and Lightroom 3 on it.
