Can't install ACR 9.1.1 for CS6; Adobe Support Advisor is needed but it's discontinued!

Here is the dead end street I was placed into when I tried to update my PS CS6 installation with ACR 9.1.1:

Updates could not be applied.

Adobe Application Manager may be damaged. Download and install a new copy of Adobe Application Manager.

If the problems persist, please contact Customer Support for further assistance.

Download Adobe Application Manager 9.0

Installer failed to initialize. Please download Adobe Support Adviser to detect the problem.

Get Adobe Support Adviser

The Adobe Support Advisor has been discontinued.

The Adobe Support Advisor tool was used to analyze installer log and system information associated with installation errors. The tool has been replaced with improved installation support mechanisms. Please visit Adobe Support section for Knowledge base articles around Installation.

Please try downloading a fresh copy of ACR 9.1.1 from the below link : ( Follow the instructions under 'Note: Very Important Instructions')

Thank you for the link but after unzipping the contents for the English language Windows version of the 9.1.1 download, it still complains that the download manager is broken and that I need to install a new one. I believe I followed the directions but the process described is not explained well.

I'm also trying to understand why there is an Adobe Application Manager and also an Akamai Download Manager. Something is clearly broken in my PC because updates were always so easy to do in the past. Now I can't tell what the correct pathway is to go forward. My operating system is Windows 7 64 bit which is up to date.
