can't install Elements 2020 on my new laptop

I keep getting this message:

 

Update your Adobe applications, operating system, and browser to the latest versions.

 

Any ideas. considering I have the Disc and serial code?

Much appreciated the replies to help, but none worked. The time wasted trying to figure out how to fix whatever the problem was reached my maximum tolerance, so, I deleted all things Adobe.

I learned about GIMP, which is FREE, and is as close to a clone to Photoshop as I need. It took less than 2 minutes to install, and works great!
