Can't uninstall older versions when they won't appear on cloud

iv'e got 2018 versions installed which won't appear on cloud after version upgrade.
i can see 2020 and 2019 versions, but not the 2018 which i want to uninstall.

when i try via Windows uninstall tool it will open the cloud to ask if to keep or remove preferences. 
won't matter what option i have chosen, cloud will show like it starting to uninstall, but will finish after a second and wont changed a thing. i have tried to uninstall via third part software but it still will open cloud anyway...

is there any other way to uninstall ?

So use the Windows Control Panel, Programs and Features, to uninstall.

 

Normally the default setting for installing newer Versions of Adobe software is to Uninstall the older one. But even if that happens the programs main folder stays behind with one or two subfolder under it. Thos can be manually Deleted without any problems.

i have tried that like i wrote above. the all folder of  the 2018 version kept with no change (2.83 GB)
i always keeping one previous version so i never chose to 'remove the older'. but now im 'stuck' with one more version i cannot uninstall 😞

Just check that everything you need, Presets, Plugins, Actions and the like, are copied over to your newest install then Delete that program folder using File Explorer.

 

Then use CCleaner to remove references to it in the Win Registry, or not. No harm done if you don't.
