CANNOT PAY PS/CC SUBSCRIPTION, AS SUBSCRIPTION MANAGER LEADS TO 'ERROR'

Photoshop CC subscription lapsed as i had a new bankcard... I've now needed to use it, so clicked on Photoshop app icon- and i am informed my subsciption needs paying.

The pop up gives me three options (1) try again- pointless.(2) quit- pointless, or (3) click the 'subscription manager link'. See below.

Obviously my only option is to click the link.... but it just leads to this 'error' message:

Whats my next move? Need this app back ASAP, have deadline on some work tomorrow....
