CC 2020 and newer apps slow / lagging performance after GPU driver crash event

I recently had what appears to be a GPU (driver?) crash, resulting in the GPU being "disconnected". This occurred while I was using Photoshop 2020 (v21.x.x)
 
Ever since, Photoshop 2020, AND OTHER CC 2020 ADOBE APPS have been negatively affected. Also affects CC 2021 apps. CC 2018 does NOT seem to be affected.
 
When the crash occurred, Photoshop 2020 was the only Adobe app running, Creative Cloud app was not running at the time.
 
Now, when I open Photoshop 2020, there is a long delay when I open an image file, or create a new image. The Adobe spinning wheels pointer starts, then freezes along with the rest of the app for about 10-15 seconds. SAME behavior with Illustrator 2020. (Those are the two 2020 apps I use). Then the image loads. And now it is generally slow. For example, if I select an area of an image, then free transform, there is at least a 1 second delay before the action happens. Previously, everything was normal, fast, responsive.  
 
I uninstalled then reinstalled Photoshop 2020, and did not fix.
 
Then I installed Photoshop 2021. Same negative behavior.
 
I primarily use After Effects 2018, and it is acting normal. Same with Photoshop 2018 and Illustrator 2018 - they all behave normally. All other apps on my system seem fine.
 
I use Windows 10 x64, updated. High-end workstation. GeForce GTX 1080 Ti.
 
Event Viewer showed four events at the time of the crash:
 
First was:

Then:
The NVIDIA LocalSystem Container service terminated with the following error:
A generic command executable returned a result that indicates failure.
 
Then:
The NVIDIA LocalSystem Container service terminated unexpectedly.  It has done this 1 time(s).  The following corrective action will be taken in 6000 milliseconds: Restart the service.
 
Then:
The GPU has been disconnected and this application may become unresponsive.
Error code: 10
 (pid=167184 tid=172376 photoshop.exe 64bit)
 
Anyone experienced this? Suggestions?

I did try resetting preferences. Didn't fix.

ftry resetting the cc app: To reset the Creative Cloud desktop app, make sure it's in the foreground, then press:

Win: Ctrl + Alt + R
Mac: Cmd + Opt + R

if that fails, try to repair
https://helpx.adobe.com/download-install/kb/creative-cloud-install-stuck.html

if that fails go ahead and uninstall/reinstall per the above link

if that fails, do a clean cc install following each applicable step:

uninstall every cc app including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html
clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html
check for, and if available, update your os and graphics drivers
restart your computer (don't skip this)
reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.
if you're unable to install the cc desktop app at this stage, use an administrator account (solution 4 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)
use the desktop app to install your cc programs/trials
