CC Libraries Problem

Hi, I'm hoping someone can help me. I'm having an issue with the Adobe CC Libraries,  it is intermittently loading on and off in all the applications. I have attached a screen recording of it. If anyone has had a similar issue and has been able to resolve it. Please, can you reply?
