Follow below steps and check.
Step 1)
Navigate to C:\Program Files (x86)\Adobe.
Open Adobe folder and if present delete Adobe Creative Cloud folder.
Step 2)
Disable Anti-Virus and Firewall temporarily.
If you are using Anti Virus applications like Mcafee ,AVG, Notron ..etc make sure to disable their smart firewall.
Step 3)
1)Open Control Panel and then click on the option "Network and Internet" .
2)Click on Internet options, click on 'Connections' tab.
3)In the 'Connections' tab, select 'LAN' settings, you will be able to view the Local area network settings box.
4)Check the box-"Automatically Detect Settings" and then "uncheck" all the other check boxes like 'Use automatic configuration script', 'Use a proxy server' , Bypass proxy server' ,then click on ok button .
5)Click on "LAN settings" button again , make sure "Automatically Detect Settings" is the only option selected, keep the LAN properties window open.
Note : If you are using Wireless/Wifi Internet connection, if possible try with Wired Ethernet Connection.
Then try to install Adobe Creative Cloud application again .

I have had some issues with Windows and had to reset Windows 10. As a part of reinstalling software after resetting Windows 10, I typically install firewall and anti-virus before downloading creative cloud. When I did it I found error 201 or error 205. Even though I disabled the anti-virus and firewall the issue continued until I completely uninstalled it. Once it was uninstalled the issue was resolved.
Whilst I agree a wired Ethernet connection is much better for downloads than using a wireless WiFi connection, I do not necessarily agree it will resolve this particular issue. In my opinion I recommend first checking Windows Defender sometimes referred to as Windows Firewall is not enabled, if it disable it and then retry. Next I recommend reading your firewall and anti-virus software to ensure Creative Cloud and Adobe.com\ have full permissions. If that did not resolve the issue in my opinion I recommend disabling your anti-virus and firewall, then if necessarily temporarily uninstalling it, and as a last resort try wired Ethernet connection if you are using WiFi for download. Finally if you have uninstalled your ant-virus and firewall to download creative cloud then it is imperative that you download it again ensuring Creative Cloud apps have full permission.

It is recommend to try with above steps first .
However , if all troubleshooting steps didn't work , you may download direct installer file and install Adobe Creative Cloud application .
Follow below steps :
Step 1)
Click on the below link and open Photoshop Elements download link.
Do not close the page , simply keep it open.
Download Photoshop Elements products | 13, 12, 11, 10
Then click on below link and download direct Installer file mentioned in step 2.
It will directly starts installation process right away.
Step 2)
http://trials2.adobe.com/AdobeProducts/KCCC/1/win32/ACCCx3_1_0_108.zip
Once the Zip file is downloaded , right click on it and select Extract All option and extract the contents and try installing Adobe Creative Cloud application and check.
