How do I deactivate a computer license for PhotoShop Elements when I reformatted thew hard drive and sold the computer?

You might have to contact Adobe; if I recall, there was a link to deauthorize/deactivate PS Elements under "Help" in the menu bar *before* you did anything (like uninstall or format).

You can not do this after the fact.  Has to be done before.  It is still considered an activated copy.
