after having trouble with light room with development I am trying to down load light room again so far no luck it starts and stops Regards Roy

Do you have try it more than one time? It can be a server overload.
Try the download with another browser.

Are you trying to download via direct download link or thru Adobe Creative Cloud app ?

I am little confused bout Operating System , like whether its Mac or Windows.
Assuming that you are facing issue on Mac , I am providing steps for the same :
Step 1 )
Trash Adobe Application Manager and if present Adobe Creative Cloud folder from Applications > Utilities.
Step 2)
Click on the below link and download Adobe Application Manager and install the same .
http://download.adobe.com/pub/adobe/creativesuite/cc/mac/ApplicationManager9.0_all.dmg
Once the installation process is completed, installation box will disappear.
Then open " Applications" folder and locate Adobe Application Manager launch icon and double click on it and update.
Once the Update is completed , it will get updated to Adobe Creative Cloud app.
Once it is launched , Sign in and try to install Lightroom.

I now have light room down loaded once again thank you but still have
trouble with Development not working I can see others have had trouble

May I know whether the Develop Module is disabled ?
