Empty dialog box, won't close

I get the following dialog box on login, and clicking on the OK or 'X' buttons won't do anything.

Task manager only shows this for the task:

If I end the task, it comes back after several minutes or on the next reboot. Any ideas?

I should add that when I open the Creative Cloud desktop app, there are no pending updates or other notices.
