error 160 with Photoshop 23.0.2 install, registry key permissions?

I contunually get this 160 error with CC PS 23.0.2 install.  Don't see any problem with register key permissions.  Haven't had this issue with previous updates.

Was unable to fix anything in the registry.  Ended up deleting the photoshop.exe entry (Didn't help).  Ran CC as administrator (didn't help).  Uninstall of CC app failed.  Ran Adobe CC cleaner, reboot, re-install CC, and then it worked. 

 

Each try requires a full new download of the install, which is really stupid.  Why can't adobe figure out they have already downloaded it 6 or 7 times and not do it over and over.
