Error 189 even with sufficient space

I moved my creative cloud to disk E since it has over 300 gigs... but CC keeps downloading or at least trying to download onto disk C (it has less than 5 gigs left) which makes it impossible to download the program i want (adobe animate). sorry but im new to cc so it may just be a skill issue on my part

YALL NEVERMIND!. TURNS OUT THAT WHAT I WAS SELECTING WAS ONLY THE FILES LOCATION. NOT THE DOWNLOAD LOCATION. NVM!!!!
