Error Code 19

Installing Creative Cloud:  I receive code 19. The help files and forum suggest closing any potentially conflicting software and reboot.  I have closed all other software and even closed items running in the system tray.  I have also rebooted and closed system tray items.  I have booted into safe mode with networking which also fails.  Any help would be appreciated.
