Error code 2343 whilst trying to install photoshop elements 12

everytime I try install photoshop elements 12 I get an error code 2343 which prevents progression.  This is applicable for downloads and installation from CD.

I have already tried the link above but the response is that the fix-it tool is not yet configured for my system (Windows 8.1).

go to the ms support page and look for a fix for your os.

That was the first thing I did - nothing seems to be on there - all options relate to other OS.
