Ok, thanks for the update, Lukas. You can find additional solutions to resolve connection errors at https://adobe.ly/44ATUw2. If this is a new installation, I recommend you start by double-checking the software firewall settings and verifying Adobe servers are not blocked within the host file.
Please update this public forum discussion if you have questions about the solutions listed. ^JW
Problem solved. Firewall thing, thank you

in the future, to find the best place to post your message, use the list here, https://community.adobe.com/
p.s. i don't think the adobe website, and forums in particular, are easy to navigate, so don't spend a lot of time searching that forum list. do your best and we'll move the post (like this one has already been moved) if it helps you get responses.

Lukas's sorry you can't access your new Creative Cloud plan. Are you using a network or device that your educational institution manages? Error 113 occurs because the computer can not contact our servers. This could be by design if you are using a device or network that an organization manages. Please see https://adobe.ly/3JU59Gr for more information on how to resolve Error 113. ^JW

for firewall problems, the quickest test is to suspend your firewall and then see if you can connect with adobe's secure servers.
